V. Good. Putting Hartley in charge of Service Delivery and Improvement has to be a joke by the Labour Leader. He's known to be so lazy he never does anything so the people of Reading get no service delivery and no improvement. As someone somewhere else said, hahahahahaha.
I think this is a classic example of the "chicken run".
