reminding me, and the rest of the world, of my statement of support for a hierarchy of responsibility for road incidents, which assumes the driver of a motor vehicle (and not a cyclist or pedestrian) to be responsible unless it can be shown to have been otherwise. It's like this here in France and in a number of other European countries. Tom Harris MP, a former transport minister, says this is nonsense, but he does not say why he thinks so. Why, Tom?
